In a bowl, combine heavy whipping cream, 2 tbsp powdered sugar, 2 tbsp lemon juice and 2 tsp lemon zest and whip until soft peaks form. Set aside.
In a separate bowl, add the cream cheese. Using a mixer on medium speed, mix until creamy. Add in remaining lemon juice, lemon zest, and vanilla. Slowly add in powdered sugar and mix until combined.
Fold the whipped cream mixture in the cream cheese mixture until just combined.
Refrigerate for 1 hour or until ready to serve.
